GLE member countries, England and New Zealand recently released major policy directions that reflect a broader global shift in mental health reform. While the approaches differ, both
strategies move away from hospital-based care towards prevention, community support and integrated care.

Deinstitutionalization is not merely the closure of large residential care facilities but the creation of a system where people with disabilities are valued as equals, supported to live independently, and empowered to contribute to their communities. The challenges are significant, but so too are the possibilities.

This paper sponsored by the Global Leadership Advisory Group for Disability and led by project leads Aisling Blackmore and Eddie Bartnik, summarises common challenges and promising solutions across eight Global Leadership Exchange (Disability) member countries. The focus is on progressing deinstitutionalization and in developing sustainable community-based alternatives to institution-like settings. It is intended as a first step in providing an ongoing and evolving international resource on these topics.
